The US State Department approved a possible $2.1 billion sale of 500 Patriot PAC-3 MSE interceptors to Ukraine on Oct. 30, to be paid for by European donors and EU-backed loans rather than US funds.

What Was Approved

The US State Department approved a possible Foreign Military Sale to Ukraine of 500 PAC-3 MSE interceptors for the Patriot air defence system on Oct. 30, at an estimated cost of $2.1 billion. The package also covers classified and unclassified spare parts and associated logistics and program support. [1]

Kyiv Post reported that the notice to Congress also lists telemetry kits and ground support equipment. Lockheed Martin manufactures the PAC-3 MSE. [2]

Who Pays

Canada, Germany and Norway are contributing donations through JUMPSTART, a Foreign Military Sales mechanism for donor-funded purchases for Ukraine. Ukraine will cover the remainder with national funds financed by the European Union's Ukraine Support Loan. According to UNITED24 Media, the State Department confirmed that no US funding would be involved. [1]

Not Yet a Contract

The approval is a congressional notification, not a signed contract. Congress generally has 30 calendar days to review the proposed sale, and a Letter of Offer and Acceptance cannot be issued until that period ends. The State Department did not give a signing date, production schedule or delivery timeline. Kyiv Post said the sale remains subject to congressional review before any contracts are signed. [1] [2]

Radio Liberty correspondent Alex Raufoglu, citing unnamed sources, said the interceptors would be newly built and that deliveries were not expected until after 2030, according to Kyiv Post. President Volodymyr Zelensky welcomed the decision but said deliveries may begin "ONLY IN A FEW YEARS" and asked US partners to find a solution for periods of "real danger." [2]

Kyiv Asks for Stockpile Transfers

Zelensky proposed that the US and European allies transfer PAC-3 MSE missiles from existing stocks and replenish them later from new production. Kyiv Post reported that Ukraine has requested an emergency winter allocation of 100 PAC-3 interceptors per month, and that the Pentagon is still reviewing whether to grant Ukraine licences for domestic coproduction. [2]

Kyiv Post also reported that Lockheed Martin is investing up to $9 billion through 2030 in its supply chain and overseas assembly lines for the missile. [2]
