Leaked EDA Report: Only a Third of EU Counter-Drone Programmes Will Deliver by 2030

A confidential European Defence Agency assessment says counter-drone investment grew sixfold between 2024 and 2025, but fragmented procurement and thin industrial capacity will limit delivery.
Findings
The EDA's 2026 annual defence readiness report, shared with governments last week and obtained by Euronews, says investment in counter-drone and very short-range air defence grew sixfold between 2024 and 2025, yet only about a third of programmes are expected to deliver by 2030 [1][2].
The agency cited fragmented national procurement, limited interoperability, insufficient testing capacity and a lack of industrial capacity, especially for armed drones. It also warned that innovation is outpacing acquisition cycles, risking obsolescence before fielding [1].
Funding and Joint Buying
EU states must invest EUR 18.9 billion in drone technologies over 2024-2029, the report says [1][2]. Over 200 EU firms make drone and counter-drone systems, and the sector could grow up to 140% with the right investment framework [1]. Spain, Denmark, Croatia, Latvia and the Netherlands are leading a joint procurement project and an innovation hub [1].
